Contractor Services for the Evaluation of the Stretch2Engage Framework Pilot in Mental Health and Alcohol and Other Drug Services

⁠⁠⁠The Queensland Mental Health Commission is seeking proposals for Invitations to Offer for the following:-

Evaluation of the Stretch2Engage Framework Pilot in Mental Health and Alcohol and other Drug Services

Summary of opportunity and QMHC objectives
The Commission is seeking offers to evaluate the pilot to determine whether the Stretch2Engage framework is useful for assisting services to improve their engagement practices, and the factors that impact on its successful implementation.

The evaluation will:

* determine the effectiveness of the Stretch2Engage framework in improving engagement practices when compared with an agreed benchmark for each site before the pilot and at agreed points throughout the pilot;
* analyse whether and how the Stretch2Engage Framework improves and increases the engagement of people with a lived experience, their families, friends and/or natural supports for the purposes of service improvement and change;
* identify the internal and external barriers and enablers to implementing the Stretch2Engage Framework from a service level change management perspective;
* determine the critical elements and success factors to embed the Stretch2Engage Framework into practice beyond the life/term of the pilot;
* undertake a cost benefit analysis regarding the use of the Stretch2Engage Framework as a service improvement tool;
* develop, in consultation with the Stretch2Engage partnership and pilot sites, an evaluation self-assessment tool that can be used beyond the life/term of the pilot and can be shared with other stakeholders.
