Tender Description

Chevron Australia is seeking expression of interest (EOI) to engage a third party Information Technology (IT) service professional with the capability to provide hosting, systems support and maintain a number of web based systems, a database and an application (app).

The systems, custom-built for Chevron as part of a reseach and development program by third parties, support Quarantine monitoring and surveillance programs, data management and training activities in an ongoing production environment and reporting to regulators in accordance with Chevron’s Information Risk Management requirements.

EARS and PAWS Data Collection and Interface System
This system supports the quarantine surveillance program on Barrow Island. The monitoring system consists of a number of field detectors covered by existing third parties coupled to a localised base station. The base station manages the communication and monitors the field units and uploads the relevant messages and instructions to and from the Microsoft Azure cloud service. The cloud consists of a set of listeners and a database, with the listeners receiving data from the base stations, populating the appropriate data-store and creating the necessary alerts. Both the communications and interfaces are cloud based, with the listener being developed around URL endpoints using a server-less compute engine. The user interface portal allows an authenticated user to query and respond to events.

Sherpa Database System
Sherpa provides a searchable, downloadable, and machine accessible repository of data and metadata, integrating several datasets into a single data management solution. The solution is a web based system running on Linux and Docker. The system adheres to FAIR (findable, accessible, interoperable, reusable) data principles. Datasets provided and maintained by Chevron can be uploaded into the system.

Quarantine Hero Training Application (app)
Quarantine Hero is an application (app) to support Quarantine Inspectors to maintain their inspection skills through simulated technology. It consists of several modules in a gaming environment including training, practice and assessment and warmups. The app can be accessed via Windows PC/laptop or iPad.

Scope of work:
* Hosting of the above systems;
* Management of the databases and datasets;
* Data access for reporting functionality;
* Provision of application management:
 * All backup and recovery processes required to ensure no data loss.
 * Maintenance activities including software upgrades, operating system upgrades or variation in supporting infrastructure components either physical or virtual.
* Provision of a Product non-production environment to allow for change validation due, as requried;
* Service Level Support and Availability during Western Australian office hours;
* All infrastructure must be located and maintained within a secure facility within Australia, with appropriate controls in place to prevent unauthorised access and cyber intrusion; and
