Tender Description

This project should deliver Fisheries Queensland with clear methods to expand the effectiveness of its engagement activities with commercial stakeholders (commercial fishers, charter operators and seafood processors and wholesalers). These methods should build upon and be informed by current activities and provide specific and practical procedures or modifications that can be used to gain active stakeholder participation in reform processes. Specifically, the department needs to gain support for active and positive contributions towards collecting social and economic data for the respective fisheries.

Fisheries Queensland currently undertake a wide range of both passive and Active engagement activities with its stakeholders which will need to be reviewed and understood for this project. These activities include: Managed Facebook, Twitter and YouTube pages and Facebook live sessions
* Customer Service Center (phone or email) which is manned during business hours
* Various brochures, leaflets and posters which are provided to the community
* QFish Website where all collected data is freely available to the public
* Queensland Boating and Fisheries Patrol officers who undertake enforcement but also education and community engagement
* Queensland Boating and Fisheries Patrol Cultural liaison officers whose role is to assist, develop and maintain relationships between communities and Queensland Fisheries
* Working group meetings with stakeholders from various industries and fisheries
* Roadshows and port visits to meet engage directly with the community

Fisheries Queensland’s stakeholders are very diverse, both within and between groups; not all traditional fishers are the same. Improving engagement may require some form of stakeholder classification, which can suggest different engagement strategies for different types of stakeholders. If it will improve the effectiveness of our engagement with stakeholders, Fisheries Queensland wants to be flexible in the engagement methods used for different stakeholders. Methods to identify these different stakeholder types and clear ways that those different groups can be engaged better are deliverables of the project.

The complete contract requirements are specified in Schedule 1 of the attached ‘Contract Details’.
