⁠⁠⁠Over the next 20 years, the demand for passenger aviation services in Sydney is expected to more than double, from 40 to 87 million passengers per annum.

To remain an international commercial and financial centre and keep its place as Australia’s foremost tourist destination, Sydney must maintain access to air services for passenger travel and high-value freight. The Western Sydney Airport will guarantee this access.

One of Australia's most significant infrastructure projects in decades, the international and domestic airport will open in 2026.

The airport site is approximately 50 kilometres from Sydney’s central business district and is at the centre of planning for the Greater Sydney Commission’s proposed Western Parkland City. It is close to key transport corridors, including the Westlink M7 Motorway, the future M12 Motorway and the South West rail link.

Western Sydney Airport will initially deliver capacity for 10 million annual passengers and will be designed to accommodate future staged development in line with passenger demand. Around 2050, when passenger demand approaches 40 million annual passengers, a second parallel runway would be constructed. By the 2060s, the Western Sydney Airport could be servicing approximately 82 million passengers per annum.

The greenfield development of Western Sydney Airport provides a once-in-a-generation opportunity to design, build and operate a world-class airport that supports jobs and promotes economic growth in Western Sydney.

In August 2017, the Commonwealth established WSA Co to deliver and operate the Western Sydney Airport. WSA Co’s objectives for the Western Sydney Airport are:
* Improving access to aviation services in Western Sydney;
* Resolving the long-term aviation capacity issue in the Sydney basin;
* Maximising the value of a Western Sydney Airport as a national asset;
* Optimising the benefit of Western Sydney Airport on employment and investment in Western Sydney;
* Effectively integrating with new and existing initiatives in the Western Sydney area; and
* Operating on commercially sound principles, having regard to the Australian Government's intention to preserve its options with respect to ownership and governance arrangements.

The scope of works for the Stage 1 development will generally include the investigation, design, construction and commissioning of:
* Bulk earthworks to move and redistribute 22 million cubic metres of earth on the Badgerys Creek site;
* A single 3.7-kilometre runway;
* Aprons, taxiways and other airside pavements;
* A multi-user terminal with capacity to handle 10 million passengers a year;
* Airport and aviation support facilities;
* Drainage and utilities infrastructure; and
* Car parking, on-site roads and other landside facilities.
