Tender Description

1.1 Objectives of Council
Council is seeking tenders from suitably qualified and experienced Tenderers to undertake the following works:
* Construction of a roundabout and other associated works at intersection McDonald Lane and Restwell Street, Bankstown.
* Upgrade of street lighting at the intersection of Restwell Street and Stanley Street. The lighting design layout provided by Lighting, Art & Science ASP3 Consultant Drawing No. CL-101 Rev P2 shows poles locations. Ausgrid approval of the lighting design is forthcoming.

All works must be completed on or before 29th June 2018. Tenderers must provide a construction program and list of resources to demonstrate their capacity to achieve this deadline.

The site is located in a commercial/residential area nearby a major club “Bankstown Sports” and the work involves closure of lanes whilst undertaken the works.

Night work may be permissible provided that jack hammering and other high noise generating works are not performed during late hours of the night. Full road closure is not permitted unless otherwise directed by the Superintendent.

Whilst the successful Contactor shall be responsible for implementing a work methodology during construction, it is preferable to commence the reconstruction of concrete kerb returns and drainage components followed by milling and re-sheeting of asphalt to allow for the construction of the central island with splitter islands to be constructed afterwards. This will avoid possible damage to the central island concrete edge due to the use of milling/profiling equipment. Detour of traffic around the work site area may be permissible upon agreement with the Superintendent.

Night work construction activities must be kept to minimum due to residential area at the work site. Superintendent approval is required prior to undertaking night works.

1.2 Description of Services
(1) Preliminaries
(a) Preparation of a traffic control plan (TCP) including application for a Road Occupancy License, prior to commencement of any work, in accordance with Technical Specification 201 Control of Traffic. The TCP shall meet the Roads and Maritime Services (RMS) requirements regarding the work items that will have an impact on the existing traffic signals.
(b) Notification in writing (flyers provided by the Superintendent) of all directly affected property/business owners/occupiers for a minimum of 72 hours prior to commencing of works.
(c) Site establishment; including temporary fencing, shade cloth, temporary signs, compound etc.
(d) Preparation of and submission of a dilapidation report to the Superintendents Representative in the form of a report and photographs of all site features, adjacent properties, shop entrances, etc. prior to the commencement of any work. This report must be provided prior to grant of site possession to Contractor.
(e) Erosion and sedimentation control of the Works, including stockpile areas. The locations of stockpile areas will be discussed between Council and the contractor and agreed upon prior to commencement of works.
(f) Setting out of the works by a qualified Engineering Surveyor.
(g) Liaison with public and/or private service authorities and/or companies.
(h) Regular weekly meetings between the Contractor’s representatives and Council’s representatives during construction at the Contractor’s site office. The frequency of these meetings may vary should the need arise.
(i) Protection and/or support of existing services.
(j) Site clearing and grubbing including removal and disposal of redundant vegetation.
(k) Suppression of dust during construction day and night.
(l) Ongoing maintenance of the work in terms of rectifying any hazards, erosion control, etc. during the course of contract to practical completion.
(m) Site clean-up, restoration of damaged surfaces upon completion of works and disestablishment.
(n) Rubbish and graffiti shall be removed. Any damage to function or appearance of the works shall be rectified by the Contractor without delay at the Contractor's cost.

(2) Civil Works
(a) Saw cutting, excavation, demolition and disposal of kerb ramps, drainage kerb inlets, kerb and gutter, footpaths, concrete raised speed hump, line marking and asphalt road pavement.
(b) Reconstruction of concrete kerb ramps, drainage kerb inlets, minor drainage works, kerb and gutter, concrete central island/roundabout, median/splitter Islands, raised speed humps, bus pads, and Type (2) footpaths.
(c) Supply and lay asphalt road pavement including milling, disposal and relay asphalt.
(d) Relocation and/or installation of signs, Line Marking and painted median as specified in the Tender Drawings

(3) Electrical Works
The design layout for lighting upgrade from Lighting, Art & Science is shown below.

The scope of the works includes but is not limited to:
(a) Supply, installation, testing and commissioning of one (1) new timber power pole, install four (4) new lights on existing poles and associated fittings as per specifications given in the drawing.
(b) Arrange with Ausgrid for a pre-works inspection meeting in presence of a Council’s representative.
(c) Engage and directly manage an accredited ASP1 Contractor to carry out the lighting upgrade work
(d) Arrange with Ausgrid for electrical connection and post-works certification, and submission of as- built drawings.
(e) Any other regulatory requirements for handing over to Ausgrid for maintenance.
