⁠⁠⁠AECOM Services Pty Ltd is the managing contractor for the Australian Government Department of Foreign Affairs and Trade (DFAT) funded Pacific Horticultural and Agricultural Market Access Program (PHAMA). AECOM, acting for and on behalf of DFAT is inviting submissions of response from suitably qualified and experienced organisations or indviduals to provide consultancy services for PHAMA.

Overview:

The Pacific Horticultural and Agricultural Market Access Program (PHAMA) provides practical and targeted assistance to help Pacific island countries manage regulatory aspects associated with exporting primary and value added products. This encompasses gaining access for products into new markets, and helping to manage issues associated with maintaining and improving existing trade.

Australia and New Zealand are markets of major interest, along with export markets beyond the Pacific. The core countries assisted through PHAMA are Fiji, Tonga, Samoa, Vanuatu, Solomon Islands and Papua New Guinea. PHAMA is an Australian Government initiative, co-funded by the New Zealand Government Ministry of Foreign Affairs and Trade (MFAT).

PHAMA’s mission is to strive for equitable and sustainable agricultural industries and value-added ventures across the South Pacific. Agriculture is central to the livelihoods of many South Pacific people. Historically, the region has been economically disadvantaged with limited development opportunities. The objective of this independent literature review is to identify all available reports, credible scientific literature and other relevant information, (in both English and French), and then summarise the identified literature.

The consultant(s) will then critically analyse the assembled information on medicinal and tudei kava varieties in relation to human health and safety when consumed as a beverage in the traditional Vanuatu form of extraction using water. It is expected that work will be for up to 30 consultancy days and will be desk based.
