1. To design a small wheel park to enhance, maintain and improve the youth activities for the benefit of the community.
2. To make use of the natural topography of the site in creating the design.
3. Ensure the facility meets all required standards.
4. To ensure the provision of a comfortable and aesthetically pleasant complex for the enjoyment of the public.
5. To construct the Council accepted design to the satisfaction of the Councils Principal.
6. To ensure the project is handled in a financially prudent and ethical manner.
7. To ensure that the facility is delivered by principles of best practice and standards
