Request for Proposal - Builders Waste Management Program

⁠⁠⁠The TPRC is seeking proposals from waste management providers to assist the TPRC to achieve its builders waste management objectives for the Catalina Estate. The preferred provider will work closely with the TPRC and Satterley (Project Managers) to facilitate an efficient program to collect, store, sort and re-use builders waste. Proposals should demonstrate strong commercial acumen to deliver a business model, which represents best practice and value for money.

The waste management provider will need to undertake the following key tasks:
* Take ownership of recyclable/re-usable waste at the source of waste creation.
* Demonstrate an ability to work closely with builders, civil contractors and landscape contractors to maximise recycling.
* Liaise directly with builders to optimize and maximise participation in the waste management program.
* Manage the preparation and processing of recyclable and reusable materials for reuse.
* Implement a waste management program resulting in the re-use or recycling of a minimum of 90% of waste material (by weight) generated from participating building activities.

The volume of waste material re-used and/or recycled onsite will be required to be recorded and monitored by the waste management provider to ensure the program achieves the 90% minimum requirement.

The waste management provider must work with builders and contractors to ensure the program is efficient and cost effective. The waste management provider shall be required to communicate with builders advising them of the waste program in place. A target of 75% of building sites participating in the program will be deemed successful.

The waste management provider will need to work closely with Satterley to establish and implement effective methods to inform builders and contractors of the program.

Tenderers are requested to develop a program that maximises its commercial viability, with a view to minimising any subsidy required of the Tamala Park Regional Council.
