Registration of Interest for Independent Safety Assessor (ISA) Services.
Procurement Number CRLL-008-ISA.

The City Rail Link Limited (CRLL) invites Registrations of Interest from organisations wishing to tender for the Independent Safety Assessor (ISA) Services contract located in Auckland, New Zealand.

The ISA will assess the CRLL Project (packages C3 (Stations & Tunnels), C5 (Civils) and C7 (Rail Systems Alliance)) and verify that the required level of engineering and operational safety is achieved by all parties concerned for a safe implementation of the project to the required safety standards, in particular, CENELEC EN-50126-1:1999 Railway Applications. It is the goal of an Independent Safety Assessment to enable the Safety Authority (NZ Transport Agency) to grant the allowance for operations (licensing) after the finalisation of all necessary evaluations, examinations, analyses, inspections and tests.

A minimum Professional Indemnity insurance level of NZD$8M is required for this contract. The ISA must also have a current ISO/IEC-17065:2013 Conformity Assessment accreditation. The independence of the ISA is a critical aspect for the tenability of this contract, and organisations must not have any conflict of interest with Auckland Transport, NZ Transport Agency, KiwiRail and the suppliers of the C3, C5 and C7 Packages.

To register your interest, please email through your company details, contact person and evidence of ISO/IEC 17065:2012 Conformity Assessment accreditation to procurement@cityraillink.govt.nz no later than 1400 hrs (NZST) 24 January 2018.

Only those organisations who submit these certificates with their registration will be deemed to be bona fide tenderers and further instructions will be sent only to these organisations including a Deed of Confidentiality and Disclaimer to sign.

It is expected that the Request for Tender (RFT) and further project information will be issued to bona fide organisations on 26 January 2018. The tender closes early March 2018 and further details will be provided in the RFT.

The proposed evaluation method is based on the AT Quality Based Method as described in the Auckland Transport Procurement Strategy version July 2015, available on the www.at.govt.nz website, and details of the evaluation criteria will be provided in the RFT. The form of contract is the CRLL Conditions of Contract for Consultancy Services, which originates from the Association of Consulting Engineers New Zealand: www.acenz.org.nz.
