2017.036 - Mount Barker District Council (the Council) invites Tenders from Tenderers for the provision of Design and Project Management Services for Stage 1 of the Mount Barker Regional Sports Hub project (the Services). The Council will enter into a Contract for Services with the successful Tenderer.

The Mount Barker District Council (“Council”) is seeking to engage a suitably qualified consultant team to finalise the site masterplan for Council approval, undertake design of the Mount Barker Regional Sports Hub, prepare 100% documentation for the construction of Stage 1, and provide contract administration during the construction and defects period for Stage 1 of the Regional Sports Hub.

The Project Brief, including scope of works, milestones, objectives, deliverables and timeframe, is provided at Section E.

The consultant team is anticipated to include, but is not limited to, the following experts (as employees of the successful tenderer or sub-contractors):
Tenderer’s team leader/project manager/coordinator and primary point of contact for the client (Mount Barker District Council).

Traffic Management and Planning
* Traffic generation (staging thereof) and modelling
* Traffic control
* Traffic management
* Pedestrian movement efficiency and safety
* Carparking and overflow (major events) parking needs and safe connectivity measures
* Site access planning and configuration and staging

Electrical and Communications Design
* Site power supply
* Lighting design for access road and sports fields
* Power demand assessment and negotiation of service point thru SAPN
* Power augmentation
* Telecommunications design (Smart City capable)

Landscape / Sports field design
* Oval/pitch design, subsoil design and irrigation design
* Site landscaping, trees, aesthetics

Council will engage an independent quantity surveyor to work with the parties throughout the project.

Council will engage the construction company(s) (possibly 1 or more construction company eg. civil earthworks, main construction, artificial turf/ turf/landscaping) and an independent quantity surveyor separately. The successful design services tenderer will assist Council with the construction tender processes.
