Tender Description

Destination NSW seeks the services of a contractor to perform the services of Creative Director of Vivid Sydney 2018 and 2019. This includes (but is not limited to):
1. Traffic, Transport and Pedestrian Management Plan, including a Targeted Risk Assessment and Risk Register;
2. Traffic Control and Pedestrian Management Plan/s;
3. A tiered ‘Level-of-Operations’ for personnel and infrastructure resource response to the delivery of all operational functions.

Planning and implementation of workforce, infrastructure and systems for the management of pedestrians within DNSW Event Precincts are excluded from this Specification of Services, and are the responsibility of DNSW Event Risk, Security, Crowd and Emergency Management Contractor/s.

Extensive and integrated planning is necessary between the Traffic, Transport and Pedestrian Management and Event Risk, Security, Crowd and Emergency Management Contractor/s.

Third-party Precincts are responsible for their own consultation with Government, landowners and stakeholders. Potential third-party Event Activations for 2018 may include Barangaroo, Chatswood and Taronga Zoo.

Significant and integrated planning is anticipated between Third-Party Event Precinct operators and/or producers DNSW and the Traffic, Transport and Pedestrian Management Contractor. Reference to any relevant planning and third-party engaged contractors is expected within any and all relevant Vivid Sydney plan/s delivered to DNSW.

All Event Activations take place within the Vivid Sydney CBD Footprint.

Typically, DNSW Event Precincts for Vivid Sydney within the CBD footprint are accessed utilising public transport hubs (bus, ferry and train and light rail).

Adjoining pedestrian pathways providing ingress/egress to Event Activations may include but not be limited to: George Street (between King St and Lower Fort Street), Pitt Street, Hunter Street, Macquarie Street, Bridge Street, Loftus Street, Alfred Street, Hickson Road, Martin Place (including intersections with Pitt, Castlereagh and Elizabeth Street); The Goods Line, Wynyard Walk, Exchange Place, and King Street Wharf.

The planning and consultation process should consider and determine the needs, if any, of these locations and any other as it relates the Vivid Sydney 2018 Footprint.

The potential Vivid Sydney 2018 Footprint may otherwise include (subject to confirmation):
a) Circular Quay (including the area between Alfred Street and Bridge Street bordered by George Street through to Macquarie Street)
b) The Royal Botanic Garden Sydney entrances/exits to Macquarie Street between Bridge Street and the Sydney Opera House,
c) The Rocks (including George Street between Alfred Street and Lower Fort Street, Quay West Road, Playfair Street, Kendall Lane, Mill Lane, Harrington Street, Jack Mundey Place and Argyle Street between Jack Mundey Place and Lower Fort Street)
d) Martin Place intersections (from George Street through to Macquarie Street)
e) Darling Harbour (including Darling Drive, Pyrmont Bridge, Wheat Road, and Harbour Street)
f) Third-party Event Activations at Barangaroo, Chatswood and Taronga Zoo

For detailed specifications, please read and draft a proposal as per the statement of requirements.
