Disposal of Food Organics in Greenwaste Bin Feasability Study

⁠⁠⁠The study requirements are as follows:
Discuss how the implementation of food organics and garden organics (FOGO) is aligned with the Western Australian Waste Strategy and the City's Waste Minimisation Strategy 2017-2020.

Discuss the importance of extracting food waste from the putrescible waste stream.

Discuss the Australian experience with co-collection of food waste and garden organics including case studies and key outcomes.

Discuss the West Australian experience with the co-collection of food waste with garden organics including case studies and key outcomes.

Determine the environmental impact and effect on resource use efficiency.

Determine which food waste categories can be mixed with greenwaste.

Determine how the impact of the FOGO service will be measured.

Discuss proven versus available technology in Western Australia. Flexibility to accommodate changes in technology.

Discuss the availability and access to FOGO processing infrastructure within Western Australia and the commercial demand for the final FOGO product.

Determine the economic impact of the FOGO service and provide indicative implementation costs ie weekly / fortnightly collections. Consider the reduction in landfill disposal costs and exposure to landfill levies.

Perform SWOT analysis to determine the degree of certainty of project success and identify any potential risks.

Provide innovative suggestions on how the FOGO service could be implemented. ie. how does it provide additional knowledge, information or ways of doing things that are not currently available.

Discuss any potential commercial advantage or financial gain to the City and it's residents. ie Providing free compost to residents on a buyback scheme from the contractor.

Discuss compliance with legislation including relevant Australian Standards and the economic impact on achieving the required compliance.

Determine whether the current green waste composting process requires modification and the infrastructure required to implement this. Suggest alternative processing options as appropriate.

Provide a comparison of the projected diversion rate compared to the existing three bin system and the economic impact.

Provide a comparison of the predicted greenhouse gas emissions of the existing process with the implementation of the FOGO process.

The length of time needed for the FOGO implementation to demonstrate a beneficial outcome.

Discuss associated issues with respect to contamination and suggest cost effective methods to remove contamination.

Discuss implementation and contractual issues ie odour, high rise collections.

Determine social impact of the FOGO service implementation including the degree of community and stakeholder consultation required.

Achieving long term behaviour change and meeting community expectations.

Reducing carbon price impacts for liable facilities.

Suggest additional outcomes as appropriate.
