Independent Whistle-Blowing Service to Receive Reports of Suspected Corruption or Misconduct From Departmental Staff and Members of the Public
Tender ID: 331207
Tender Details
Tender Description
NSW Industry has approximately 4,500 employees and provides services statewide to a wide variety of industries & sectors, stakeholders and customers. The Department is committed to building a strong reporting culture so employees and others can easily and confidentially report fraud, corruption and misconduct and have confidence that all such reports will be assessed, managed professionally and dealt with appropriately.
Establishing a strong internal reporting culture will contribute to maintaining high professional standards within the organisation and contribute to continuous improvement in the services provided.
The Department has existing internal procedures for receiving and handling disclosures of improper conduct, however, only 2 to 3 such reports are directly received each year, with a further 5 or so being referred from investigative agencies such as the Ombudsman or ICAC.
The reasons for this low incidence of reporting are suspected to be concerns about the possible detrimental impact upon the individual notwithstanding the legislated protections available under the Public Interest Disclosures Act 1994.
As part of a comprehensive integrity reform program, the Department has committed to reducing obstacles for employees to ‘speak up’, and to also encourage customers, clients, service users and providers to report suspected fraud, corruption or misconduct.
The introduction of an external whistleblowing service will assist the Department to meet these commitments.
