Tender Description

⁠⁠⁠There are approximately 8700 street lights within the boundaries of the municipality of the City of Darwin. Ownership and responsibility for these street lights is to be transferred from Power Water Corporation (PWC) to City of Darwin (Council) from 1 January 2018.

Council also owns and is responsible for approximately 800 lights in Council owned properties such as parks and gardens.

Current lighting hardware deployed for street lighting is a mix of approximately 23 lamp technology types and includes a high proportion of mercury vapour lighting. Five lamp types (80W MV, 70W HPS, 125W MV, 150W HPS and 250W HPS) make up 95% of the inventory. There are a number of other types deployed for park lighting.

Council has determined to replace the existing inefficient luminaires and associated equipment with modern and efficient LED equipment, whilst not compromising on the level of lighting currently achieved.

Council will, by separate contract, acquire the services of approved contractors to install LED luminaires.

This tende is for the supply of up to 9,500 LED luminaires for the City of Darwin Council.

This tender specification does not represent a guarantee that procurement in the volume indicated above will eventuate or will actually be required as the tender may result in a panel contract. One or more suppliers may be contracted from this tender for one or more categories of luminaire design. Individual tenderers may be contracted to supply one or some types of Luminaires only, notwithstanding that all types were tendered. More than one tenderer may be contracted to supply the same type of luminaire.

This project involves the selection of a range of luminaires able to meet the lighting requirements of AS/NZS 1158. 1.1 Categories V3 / V5 / V1 and AS/NZS 1158 3.1 Categories P2 / P3 / P4 / P5 for general use on main, residential roads and parks in the local government area over the next 3 years

Subject to the outcome of the maintenance and replacement contract the supply of up to 4,500 luminaires per year across the different lighting categories could be required.

This tender is based on IPWEA Model LED Public Lighting Specification Version 1.0.

Councils objectives is to:
a. Deliver energy efficient public lighting;
b. Deliver public lighting with low light pollution and light nuisance;
c. Deliver low maintenance public lighting;
d. Deliver the lowest public lighting costs over the asset life cycle; and
e. Allow for the use of a Central Management Systems (CMS) with networked controls for future additional services that enhance city and town safety, functionality and quality of life.
