Tender Description
Roads and Maritime Services is inviting suitable organisations to Register their Interest in Constructing ramps onto the M5 Motorway at the Intersection of Belmore Road and the M5 west motorway in Riverwood in NSW.
The scope of works includes:
* The Project generally lies within the M5W Corridor. The project abuts the existing M5W and is located between the start of the west facing ramps and the bridge over Bonds Road. Specific aspects of the Project include:
* A new eastbound on-load road ramp that will connect Belmore Road to the M5W. The initial section of the road ramp will comprise of two lanes for a distance of about 150metres before forming into one lane for merging onto the M5W.
* A new westbound off-load road ramp, connecting the M5W to Belmore Road. This ramp will comprise of one lane for about 150m, before splitting into two lanes to allow for one left turn lane and one right turn lane onto Belmore Road.
* Widening the existing eastbound off-load road ramp that connects the M5W to Belmore Road, to allow for one left turn lane and two right turn lanes (one new) from the ramp onto Belmore Road.
* Upgrading of Belmore Road north of the Belmore Road Bridge to allow for vehicles travelling in the southbound direction on Belmore Road to turn left onto the eastbound on-load road ramp that will connect Belmore Road to the M5W.
* Upgrading of Belmore Road by modifying the centre median on the Belmore Road Bridge to provide a northbound right turn lane and storage for vehicles turning right onto the eastbound on-load road ramp that will connect Belmore Road to the M5W.
* Upgrading of existing and providing of new traffic signals at the Belmore Road intersection with the M5W road ramps, north of the Belmore Road Bridge.
* Upgrading of existing and providing of new traffic signals at the Belmore Road intersection with the M5W road ramps south of Belmore Road Bridge.
* Working with the existing tollway operator’s specialist contractors to allow installation of new tolling gantries and associated ITS infrastructure under an interface agreement.
* Working with the tollway operator on a daily basis to manage the smooth flow of traffic, noting the costs incurred by the contractor when traffic flow is impeded.
* The project is fully funded with 50% funded by the NSW government and 50% funded by the federal government,
* Mobilisation on site is scheduled to commence early 2018, with the project requiring completion by end 2018,
The applicant must be prequalified under the National Prequalification System for Civil (Road) Construction Contracts at or above Category R3 for Roadworks and Financial level F50+ or higher.
The successful applicant is to provide construction services under a "Construct Only" contract and will be selected through a two stage procurement process. The first phase requires applicants to submit this ROI. The ROI submissions will be evaluated against specific criteria in order to shortlist applicants for participation in the Request for Tender (RFT). The second phase will be governed by a separate RFT issued to shortlisted applicants followed by a detailed evaluation process. Upon completion of the evaluation processes, GC21 Contracts will be finalised and awarded to the successful tenderer.
All applicants must comply with the NSW Code of Practice for Procurement (NSW Code) and the New South Wales Government's Implementation Guidelines to the New South Wales Code of Practice for Procurement: Building and Construction Industry (NSW Guidelines). The Building Code 2016 (Building Code) applies to this project.
It is a requirement of this project that the successful contractor be accredited under the Australian Government Building and Construction WHS Accreditation Scheme (the Scheme) established by the Fair Work (Building Industry) Act 2012 (FWBI Act) at the time of entering into the contract for the contract work as defined under section 5 of the FWBI Act and maintains accreditation under that Scheme while the contract work is being carried out.
