Sea Freight & Fuel Supply - Sole Supplier Arrangement

⁠⁠⁠To provide and deliver Sea Freight to/ from all Council Sites located at:
* Hammond Island
* Moa Island (St Pauls and Kubin communities)(freight only - no fuel delivery)
* Badu Island (freight only - no fuel delivery)
* Mabuiag Island
* Dauan Island
* Saibai Island
* Boigu Island
* Ugar Island
* Mer Island
* Erub Island
* Poruma Island
* Warraber Island (freight only - no fuel delivery)
* Iama Island (freight only - no fuel delivery)
* Masig Island (freight only - no fuel delivery)
* Thursday Island
* Cairns.

The successful Tenderer shall, at no cost to Council, provide Cairns and Horn Island storage and freight distribution facilities, destination self-adhesive labels and suitable pallet bags to assist with the sealing of pallets. Council purchase order numbers are to appear on any and all consignment notes, delivery dockets or invoices relating to each shipment.

Tenderers are required to submit for each shipment, the carrying capacity, operational capability and proposed shipping schedule. At no cost to Council, the successful Tenderer is required to supply a web-enabled real time freight/ consignment tracking system.

All freight deliveries on Site must be delivered to the agreed drop-off area at each Site.

Special rates provided for one-way return of Council plant and equipment coming out of the Torres Straits for repairs and maintenance that are to be returned to place of origin once repaired at normal Tendered rates.

As part of the submission, tenderers are required to submit a breakdown of all fees and charges including but not limited to Sea Port Fees and additional regulatory costs. Tenderers must clearly and separately show all elements of fees and charges proposed to enable Council to assess reasonableness of one or more components in isolation of others.

Nothing in the successful Tender shall negate or otherwise affect the successful Tenderer’s obligation to pay applicable fees and charges to Council in accordance with Council’s Register of Fees and Charges, as amended by Council from time to time during the course of the contract.
