Tender Description

EOI 2017/126 District Park Lease of Existing Facilities and Development of a New Sport and Community Facility.

REQUIREMENT: A large area of land in North Manly referred to as District Park comprises multiple sporting reserves, catering to various community sporting interests and sporting clubs. In late 2015 the Plan of Management was endorsed by Council and came into effect.
There are three current occupied lease/licence areas:
* Warringah Golf Course lease expires August 2019
* Manly Leagues Club North Manly (amalgamated with former North Manly Bowling & Recreation Club) lease expires August 2018
* Warringah Recreation Centre licences expire August 2018

Council is calling for Expressions of Interest for a long term lease from suitable parties for the lease of land being a portion of Lot 1, 5 & 7 DP 829465 and Lot 3 DP829466, adjoining Pittwater Road and Condamine Street. Noting this may be followed by a second stage Tender process.

Council is seeking to appoint one entity from 1 September 2018 to be responsible for:
* Design, construction, centralised management and operation of a Sports and Community Facility on the site of the Manly Leagues Club North Manly (former North Manly Bowling & Recreation Club) lease area
* Management and operation of the Warringah Recreation Centre lease area

From 1 September 2019, this entity will also become responsible for the management and operation of the Warringah Golf Course (South and North) noting that: the southern half of the golf course will be a proposed 20 year lease and the northern half of the golf course will be a separate lease linked to the long term lease with extension rights every 5 years at the discretion of Council for the potential repurpose of Sporting Fields.

Northern Beaches Council considers this area an important precinct for the community. As such the design and vision of any proposed Sports and Community Facility and uses will need to integrate with the adjoining open space, sportsgrounds, golf course, the other facilities at this location and the local surrounding area.

Lease Term: The lease term will be determined by the proposed business case documents submitted by the Applicant, noting the maximum lease term is 20 years subject to Council approval. Should applicants wish to have a longer term (up to a maximum 30 years subject to Ministerial approval), they must provide additional justification in a separate submission, noting that to be considered for this tender process all applicants must provide a conforming bid.

Prior to lodging a proposal all interested parties will need to satisfy themselves as to the development potential of the site and long term feasibility.
