Tender Description

NSW Government (NSWG) seeks to establish a contract for the provision of a Vendor Management System (VMS) as per the specification in this RFT. The VMS is a web or cloud-based technology that NSWG is leveraging for the delivery of the Contractor Central solution for the management of the contingent workforce, Statement of Work (SOW) services and Volunteers. This end to end solution covers requisition to sourcing, on-boarding/off-boarding, time sheeting, invoicing and payment. This RFT intends to leverage the technology to reduce costs, increase the quality and speed of Contingent Worker and Volunteer placements, and improve spend visibility and reporting capabilities.

Under the Contractor Central model, there are four pillars:
a) Pillar 1 - Contingent Workforce Scheme (SCM0007) and Statement of Work (SOW) services under other pre-qualification schemes and/or panels
b) Pillar 2 - Vendor Management System (VMS)
c) Pillar 3 - Managed Service Providers (MSP)
d) Pillar 4 - Contractor Management Organisation (CMO) and Talent Pool

To date, Contractor Central has been implemented in seven NSWG customers plus one Eligible Buyer. The Principal currently has more than 10,000 active Contingent Workers from SCM0007 scheme Suppliers. Of these, approximately 4,500 active Contingent Workers are currently managed in the VMS. The Principal has more than 7,000 Volunteers on record.
