Tender Description

A new fleet of intercity rolling stock is being procured to operate within the NSW electrified network serving the Central Coast, Newcastle, the Blue Mountains and the South Coast.  This major TfNSW procurement initiative is known as the “New Intercity Fleet” (NIF) Program.

The success of the NIF Programme rests upon the completion of three distinct milestone events which will enable the new rolling stock to seamlessly integrate into the existing network.  These three milestone events are described as:

a) rolling stock supply and maintenance and the fit out of a maintenance facility;
b) construction of a maintenance facility; and
c) construction of infrastructure Station and Signalling Enabling works (SSEW) across the network

SSEW Scope  and Definitions:

SSEW comprises Enabling Works including platform extensions and alterations to signalling installations, changes to existing signals and associated platform system works including :-

* Base Works (BW) - relates to stations requiring Car Markers and Balises for Automatic Selective Door Operation (ASDO) (further definition below) installation for 133 stations across the regions.

* Non-Base Works (NBW) - relate to stations requiring station and signalling enabling works (SSEW): for 20 stations across all regions. Also Included within the Non-Base Works twenty four (24 No) platforms extensions at various stations ranging in length between 2m to 107m.

Note: The Managing Contractor will be required to interface with multiple groups within TNSW.

Minimum Requirements

The Tender Submissions will initially be assessed against the following “Minimum Requirements” as nominated in the ITT. Contracting Entities or Consortia will be required to demonstrate in their tender response their ability to either meet or exceed TfNSW’s strict qualifying Minimum Criteria as below:

1.Professional contracting entity with turnover >$300 million per annum;

2.Able to perform works under an AEO accredited framework. Have successfully delivered at least three (3) projects involving the installation, integration, testing and commissioning of signalling works. The project(s) must have included works in brownfield conditions.

3.Must demonstrate having undertaken rail projects in the last 5 years. The Projects must be rail track possession dependent and each in excess of $40 million in value.

4.An Environmental Management System which meets the requirements of the accreditation criteria defined in the NSW Government Environmental Management System Guidelines; and

5.A WH&S Management System which meets the requirements of the accreditation criteria defined in the NSW Government Work Health and Safety Management Systems and Auditing Guidelines.
