2017/18 Hire of External Plant Contractors

⁠⁠⁠Expressions of Interest are invited for the Hire of External Plant Contractors for 2017/18.

The period of engagement will be for eleven (11) months from 01/08/2017 to 01/07/2018.

You are encouraged to read the enclosed documents carefully to fully understand the contents and the intent of the documents as there is expected to be an increased level of surveillance and monitoring of the application of the contents of the documents.

As a result of much tighter Local Government Audit requirements, Council is now required to have in place a clear and identifiable Accounting Audit Trail of the Hire of External Plant Contractors. This is expected to take the form of a Purchase Order based Engagement System followed by other work certification and payment authorisation systems required for accurate payments.

There will be an introduction of a “B” Rate for Wet Weather and Maintenance stoppages and a reduction of 1.0 hour in the “A” Rate for Lunch / Morning Tea / Rest Breaks and Idle Time in the Wet Hire Agreement.

There is no payment for breakdown stoppages.

There is also a Dry Hire Agreement (For Plant without an Operator).

There is a “C” Rate for Dry Hire - Tendered Weekly Rate calculated at 20% per day when converted to a Daily Rate.

Rates are to be submitted on the enclosed Quotations for Hire of Plant 2017/18 form.

There is no Rise and Fall Clause applicable to the Rates submitted during the term of the Agreement.

Failure to complete as per instructions or sign any form or failure to include appropriate supporting documentation such as Public Liability Insurance will render your application ineligible.

Quotations must be in writing, addressed as below and submitted by 9:00AM Friday 14 July 2017.
