National changes over recent years to the aged care system mean that the Commonwealth Government (Commonwealth) funds aged care. The State Government announced on 8 February 2017 that it will move the Department for Communities and Social Inclusion (“DCSI”) Commonwealth funded Domiciliary Care Services (“DCS”) provided in metropolitan Adelaide, to the Non-Government Sector (“NGS”) before June 2018. The aged care services sector is robust and growing, with NGS service providers offering a large range of support, from basic care to more intense support to residential care.

DCS provide the delivery of basic home support services funded by the Commonwealth, through the Commonwealth Home Support Programme (“CHSP”). As announced on 9 May 2017, the Commonwealth have committed to extend the funding arrangements for CHSP services until 30 June 2020.

Further to the services provided under CHSP, DCS also provide a State funded Adults with Chronic Conditions (ACC) Program.

To facilitate this transfer, the State Government has approved the Department of Treasury and Finance’s (“DTF”) Commercial Projects Group (“CPG”), to undertake engagement with the market, including subsequent procurement processes, in consultation with DCSI. The market process commences with this Expression of Interest (EOI).
