Youth Foyer Initiative - Townsville

⁠⁠⁠The Department of Housing and Public Works is seeking proposals for an innovative housing and support solution, for young people aged 16 - 25 years old in Townsville, who are homeless or at risk of homelessness, and who commit to engage in education or training. The education and employment outcomes will enhance independence and capacity to live fulfilling, productive lives and minimise the threat of permanent homelessness.

The Youth Foyer model is internationally recognised for providing secure and affordable housing while delivering social and economic benefits for young people and the community. The department is interested in proposals with a Youth Foyer approach, and in other similar proposals which will deliver innovative housing pathways for vulnerable young people.

There three key deliverables for this initiative are:
* Supply or identify appropriate land to construct a purpose-built, supportive housing development in Townsville, with up to 40 units of accommodation, which provides young people with connections to facilities appropriate to their needs.
* Provide specialist homelessness services, targeted at young people 16-25 years old, to deliver high quality support services. Services will be initially contracted for two years after the construction has been completed.
* Provide property and tenancy management services, integrated with the provision of specialist homelessness services. Services will be initially contracted for two years after the construction has been completed.

This Expression of Interest (EOI) is designed to identify organisations who, either individually or as a consortium, have the experience, capacity and capability to deliver all components of this initiative, including land, construction, property and tenancy management support services, however the department will consider submissions for:
* Land and construction only and
* Property and tenancy management and support services only.

Please note: EOI submissions are not being sought from equipment suppliers, designers, consultants, maintenance contractors or sub-contractors.
