Social Housing Management Transfers

⁠⁠⁠The Future Directions for Social Housing in NSW launched on 24 January 2016 provides a blueprint for the reform of the social housing sector in NSW. The strategy proposes an expanded set of options for addressing the needs of people seeking social housing assistance. This includes a large scale transfer of management rights to non-government providers.

To support the NSW Government’s reform strategy for social housing NSW, FACS is tendering for large scale transfers of property and tenancy management from FACS to Community Housing Providers (CHPs) through the Social Housing Management Transfers (SHMT) Program.

Under the SHMT Program FACS will award up to nine (9) packages in four Whole of Location (WOL) transfer areas, comprising approximately 14,000 properties for management by CHPs. Successful Tenderers will be required to deliver tenancy and property management services in the Service Packages as well as provide additional services associated with taking on the role as the lead provider of social housing services in the package locations The additional services are:
* Access and Demand Services
* Tenant Support Coordination Services
* Social Housing Service System Coordination.

These additional services will support the achievement of better outcomes for tenants and clients of the social housing system in NSW.

The nine packages of social housing properties are located in the following areas of NSW:
* Shoalhaven
* Mid North Coast
* Hunter New England, excluding the Newcastle and Lake Macquarie local government areas
* Northern Sydney, excluding the Ivanhoe Estate.

The SHMT Program Request for Tender is open to existing registered CHPs and new entrants capable of achieving registration through the National Regulatory System for Community Housing (NRSCH).

This notice is to inform interested parties that the Request for Tender for the SHMT Program will be issued in the week commencing 27 March 2017 through the SHMT Data Room.

Organisations wishing to submit a Tender must register for access to the SHMT Data Room by 5pm on Friday, 24 March 2017.

In order to access the SHMT Data Room, you must first complete the online Registration Form via the SHMT website:
http://www.facs.nsw.gov.au/reforms/social-housing/management-transfer-program/registration-for-data-room.

Based upon information supplied by Applicants in response to details furnished in their completed Registration Form, Applications will be either accepted or denied.

Successful Applicants will then be invited to access the SHMT Data Room via an email directly sent to them and will be eligible to submit a response to SHMT Program Request for Tender.
