Provision of Debt Management Services

⁠⁠⁠1. Separate Parts Contract
The Provision of Debt Management Services Contract has been arranged into two (2) “Separate Parts” as detailed below:

Separate Part A - Debt Management
Debt Management will form the larger part of this Contract and as such will mainly focus on the day to day management and recovery of Ergon Energy’s outstanding debt from unpaid electricity accounts incorporating both current and final account debt.

Separate Part B - Credit Check, Credit Risk Scoring and Propensity to Pay Modelling
Credit Checks, Credit Risk Scoring and Propensity to Pay Modelling forms the smaller part of this Contract as the services shall be provided on an as required basis only.

The use of Separate Parts in the structure of Contract 00001281 allows and gives Ergon Energy the right to award the Contract on a Part by Part basis to different Tenderers or award all Parts to one (1) Tenderer.

2. Scope of the Contract
The scope of services for Separate Part A comprises management and recovery of Ergon Energy’s outstanding debt from unpaid electricity accounts.

The process incorporates but is not limited to:-
* Receiving electronic data files detailing outstanding accounts;
* Confirming receipt of electronic data files;
* Locating customers who have vacated;
* Issuing letters of demand via multiple channels. Eg SMS, letter, email ;
* Liaising with customers in formulating payment arrangements;
* Depositing payments into Ergon Energy’s bank account via EFT;
* Providing performance reports and meeting KPI’s;
* Maintaining and managing an electronic communication system with Ergon Energy;
* Provision of a communication and information portal
* Preparing legal action proposals and undertaking legal action if approved;
* Field Calls; and
* Credit Default Listing.

The scope of services for Separate Part B comprises Credit Checks, Credit Risk Scoring and Propensity to Pay Modelling on an as required basis.

The process incorporates but is not limited to:-
* Consumer and Business Credit Risk Reporting;
* Consumer and Business Credit Risk Scoring Solution; and
* Propensity to Pay Modelling.

It is Ergon Energy’s preference that the Service Provider and its personnel are compliant with and or hold the following licences / qualifications:
* Credit Act & Debt Collection Code of Conduct and relevant regulations (e.g. Privacy etc.);
* Member of the Institute of Mercantile Agents;
* Licensed commercial agents (for field calls);
* Diploma of Credit Management;
* Certificate IV in Credit Management;
* Diploma of Financial Risk Management;
* Australian Credit Licence; and
* Certificate III in Mercantile Agents.

3. Site of Contract and Delivery
The successful Service Providers will operate the Services from their designated premises.

4. Date for Completion
The Contract will commence on 1 July 2017 and the practical completion date for all work associated with this Contract will be 30 June 2019. Ergon Energy has allowed for two (2) contract extension options each of one (1) year duration. In any case, Ergon Energy will at its sole discretion determine if the Contractor is to be offered an extension during the life of the Contract.
