Tender Description

The Sydenham Station and Junction (“SSJ”) Works Package is an important package for Sydney Metro City & Southwest and its successful completion is necessary to enable the commencement of Sydney Metro City and Southwest operations to Sydenham Station in 2024.

TfNSW intends to deliver the SSJ Works Package under an Incentivised Target Cost (ITC) form of contract developed specifically for Sydney Metro to reflect the needs of construction within the complex rail operating environment, providing effective collaboration, incentivisation and flexibility to guarantee this important package is delivered within the required timeframe.

TfNSW is seeking suitably experienced and qualified relevant entities interested in partnering with TfNSW to deliver the SSJ Works Package, by registering their interest to participate in the SSJ Works Package RFP process.

The Sydenham Station and Junction (“SSJ”) Works Package for the Sydney Metro City & Southwest project comprises:
* Sydenham Station works including concourse, platforms, services building and fitout (excluding linewide contracts);
* Sydenham junction works, including civil works, trackwork, overhead traction power, signalling and train control systems for the remodelling of Sydenham Junction;
* Existing combined services route adjustments and relocations; and Other enabling works in the brownfield environment to support the Tunnel and Station Excavation (TSE) Works Package and Southwest Stations and Corridor (SSC) Works Package.

Registrations are now open for suitably experienced and qualified relevant entities to receive and participate in the SSJ Works Package RFP.

Relevant entities may include any of the following types of organization that can demonstrate they will be able to meet the minimum RFP criteria:
* Major rail design and construction contractors;
* Major rail systems and integration contractors
* Others who in the opinion of the Project team should be registered for the RFP process

Entities that are not relevant entities or who in the opinion of the Project team are not rail project construction and delivery entities will not be registered.

In order to participate in the SSJ RFP process, including to receive the RFP, request and receive clarifications, and to submit a Tender, an entity must either have:
* Registered to participate in the RFP process; or
* Where the entity is a consortium or other such group, had at least one of its members registered to participate in the RFP process.

Entities may register interest as individual entities or as consortia; whilst fully formed consortium structures are not required to be registered at this stage.

The registration process is designed to ensure that entities participating in the RFP process are bona fide entities for the SSJ Works Package.

The proposed minimum criteria for the RFP will include demonstration that the tenderer:
* Is an Authorised Engineering Organisation (AEO) or that the tenderer is competent and capable to become an AEO
* Has been solely, or as the lead member of a consortium managed the design, construction, commissioning and handover of at least three rail projects in brownfield rail environments of value greater than $50M in NSW in the last 7 years
* Has delivered complex signalling interlocking works in Australia in the last 5 years
* Including parent companies, has turnover of at least $500M from Australian based construction operations in the 2015/16 financial year
* Has a third party accreditation for its Environmental Management, WHS Management and Quality management Systems
* Including all participants, have a demonstrated satisfactory track-record in safely developing and delivering major projects.

To register, an entity must:
* Return a copy of the completed registration form and the executed Confidentiality Deed Poll by email to TfNSW's nominated contact person at SydneyMetro.SW@transport.nsw.gov.au; and
* Mail the original completed registration form and the executed Confidentiality Deed Poll to:

Upon TfNSW’s receipt of all completed documents from a bona fide entity, a confirmation email will be sent to the entity.

Registration applications can be submitted at any time prior to the registration close at 5:00pm on 10 March 2017.
