Tender Description
The purpose of this engagement is to design and build phase 1 of the identified people streams of work in order to commence a workforce behavioural shift and capability uplift.
The objectives/outcomes QBCC wish to achieve through this initiative are through three phases:
The first phase, will focus on -
(a) Developing QBCC’s leadership capability framework including identifying or articulating a set of key leadership capabilities or qualities which are relevant and appropriate for QBCC; and
(b) Assisting QBCC in developing a set of key performance indicators or other measures to enable QBCC to -
i. Critically assess the return on QBCC’s investment in the development of QBCC’s leadership team; and;
ii. Assess the effectiveness of QBCC’s leadership capability framework generally
iii. Identify a range of benefits that can be measured to track the success of implementing a leadership development program
The work in first phase will set the foundation to enable the second phase to focus on developing a formal leadership development program for QBCC which could include, but by no means would be limited or restricted to, a plan for completing leadership development activities such as theoretical training modules or workshops, coaching, team teaching or mentoring, behavioural assessment exercises or psychometric testing.
From the second phase, QBCC is expecting to develop artefacts (which will include training plans, development plans, other supporting tools, assessments and procedures) which will enable QBCC to embed the leadership capability framework and leadership development program into the organisation and perhaps incorporate or reference these frameworks in QBCC’s recruitment and selection processes for potential leaders coming into the organisation, or for staff seeking promotion to the leadership level within the organisation.
It is expected that the completion date for the second phase must be completed by 30 June 2017.
The third phase, to commence from 1 July 2017, is to deliver the “first round” of the leadership development program to QBCC’s current leadership teams.
The primary objective of this engagement is to create a behavioural shift in the QBCC’s leadership team and to realise uplift in QBCC’s leadership capability.
