The works shall comprise the full written compilation, with supporting maps and graphics, providing recommendations and options for the future land use options for Centennial Park. The study is to involve the following:
1- Site assessment.
The consultant is to investigate and review the existing site, its past uses and heritage importance.
2- Consultation process.
a) The consultant is to consult with the community, including the Friends of Centennial Park Committee and assess their views in relation to any future use of Centennial Park.
b) Other groups that are to be consulted are to include but not be limited to:-
* Bathurst Youth Council
* Bathurst Branch of the National Trust
* Bathurst District Historical Society
* Bathurst Arts Council
* NSW Heritage Office
* Greening Bathurst
* Bathurst Police / Crime Prevention
* Bathurst Region Heritage Reference Group
* Bathurst Region Tourism Reference Group
* Bathurst Natural Resource Advisory Group
* Council Staff
c) The consultant is also to liaise with Council's elected representatives via a Working Party Meeting to assess the views of Council.
d) The consultant is to arrange and attend at least one (1) Public Discussion Forum, to be coordinated with Council Staff, to enable the community to provide comment on Centennial Park.
e) The consultant is to arrange and coordinate at least one (1) community survey to be delivered on Council's web based "Your Say" web site.
f) The Consultant is to develop a consultation plan, which is to be approved by Council, prior to undertaking the community consultation process. The key findings of the consultation process is to be identified and included within the final report concerning the options of Centennial Park.
3- Type of land use options.
The study is to investigate and advise Council on suitable options for the future development and/or management of Centennial Park. Council wishes to explore all possible options available that would be permissible on this land.
Concept drawings are to be included in the final report that show examples of the type of options that would be available for Centennial Park.
4- Estimates.
The Consultant is to provide detailed estimated costs to develop Centennial Park for each feasible land use option that has been proposed and considered appropriate within the report.
5- Report.
The Consultant is to provide a final written report to Council which is to include and detail all aspects for the consultancy, including the site assessment, research conducted, consultation process, land use options and cost estimates.
