Port Stephens Council is seeking to engage a suitably qualified consultant to undertake the development of a Management Plan for Birubi Point Aboriginal Place.
The consultancy will comprise of three stages: Concept Vision, Master Plan and Management Plan. The consultant will complete the scope of works described or implied by this Request for Services. The consultant is required to engage and coordinate all sub consultants as necessary and be responsible for their output.
Birubi Point was declared an Aboriginal Place in 2007, pursuant to section 84 of the National Parks and Wildlife Act 1974. It incorporates 54 hectares of land along the coast of Anna Bay, NSW. It is a complex site consisting of foreshore reserves, bush land, headlands, escarpments, and coastal dune systems and also developed infrastructure such as a surf club and cafe, roads, multiple car parks and pathways, a skate park and children playground complex.
The Aboriginal Place is declared over three land managers, namely NSW Office of Environment and Heritage (Tomaree National Park), NSW Department of Industry (Crown Land), Port Stephens Council (Crown Land Trustee). This consultancy shall include the requirements of all three land managers of Birubi Point Aboriginal Place.
The basis for the development of the Management Plan will comply with the Office of Environment and Heritage 'Guidelines for developing management plans for declared Aboriginal Places'.
