Invitation for Expressions of Interest Department of Family and Community Services Intensive Therapeutic Care

⁠⁠⁠The Department of Family and Community Services (FACS) is recommissioning current residential care services with new contracts to commence 1 July 2017.

Through the recommissioning, FACS will progressively implement Intensive Therapeutic Care with the following objectives:
* Provide consistent, evidence based therapeutic care to children and young people;
* Provide permanency and opportunities for more normalised living arrangements;
* Focus on identifying and delivering the best outcomes for children and young people; and
* Robust consistent data collection and conduct performance monitoring against agreed outcomes with a view to moving towards outcomes based contracting over time that rewards better performing service providers.

The procurement process for the Program will consist of:
* The EOI stage, whereby EOI responses will be sought from the market and Applicants will be shortlisted to participate as Respondents in the Request for Tender (RFT) stage;
* The RFT stage, whereby Respondents will prepare and submit proposals and Preferred Respondents will be announced; and
* The completion stage, whereby Intensive Therapeutic Care contracts will be entered into with successful Respondents.

The scope of procurement process includes the following current services:
* Residential Care
* Intensive Residential Care
* Supported Independent Living
* Supported Family Group Homes

The Invitation for EOI includes the above services that are delivered through:
* Contracted arrangements;
* Exception placements; and,
* Fee for service arrangements.

Applicants are asked through this EOI to express interest in providing a combination of, or all of, the services set out in the EOI document Program Description – Intensive Therapeutic Care.

This Invitation for EOI seeks to identify agencies that are able to provide the component(s) of the endorsed therapeutic care framework to ensure a viable and responsive service system.
