Design and Construct New Stormwater Treatment System for Browns Plains Landfill, Heritage Park, Queensland

⁠⁠⁠WS/30/2016 - Logan City Council (Council) is seeking a suitably experienced, equipped and qualified contractor for the design and construction works for a new stormwater treatment system for Browns Plains Landfill, Heritage Park (D&C Contract).

Council wishes to go to the market using an outcomes based tender package and performance specification, to enable any of the available alternative site stormwater management schemes and their associated treatment technology systems to be tendered, with tender selection on a life-cycle cost and treatment effectiveness basis.

The procurement process enables several alternative stormwater management strategies and associated stormwater treatment technologies to be quoted and evaluated on a “like for like” basis. The successful tenderer will be required to provide Council with a performance guarantee for the proposed process. Furthermore, as a turnkey contract is proposed, the scope of work will include design, construction, commissioning and initial proving operations and maintenance, to minimize both project delivery and treatment process risk and ensure a fully functional system is finally handed over to Council.

Council intends at a later date to separately seek a suitably experienced, equipped and qualified contractor for the provision of maintenance and operation services for this system (Service Contract). This later contract will commence following handover of the fully commissioned and proven system for stormwater treatment, completed and maintained under the D&C contract. The D&C contract comprises a number of separable portions.
