Tender Description

⁠⁠⁠This Request for Expressions of Interest is the first stage of a multi-stage process that aims to select a contractor to undertake the Northampton Townsite remedial works.

The proposed Contract will include the following works:
(a) Planning and Community Consultation:
(i) Development of a Project Management Plan.
(ii) Development of a Works Programme in consultation with DoL and other stakeholders.

(b) Pre-work property inspections:
(i) Undertake pre-work property inspections to properties with structures in proximity to tailings.
(ii) Must be carried out by a qualified and accredited civil engineer (minimum requirement is accreditation as a Chartered Professional Engineer with Engineers Australia).
(iii) Determine if asbestos containing materials (ACM) are present in structures in (b)(i) and put in place suitable management measures.

(c) Approvals:
(i) Obtain all necessary approvals and clearances prior to works including, but not limited to, Dial Before You Dig, Heritage and Controlled Waste.

(d) Undertake Remedial Works:
(i) The successful Tenderer will engaged as the Principal Contractor and be required to supervise all works and Contractors with respect to the remedial works.
(ii) All works to be undertaken in accordance with NLTP2 Management Framework and RAPs.
(iii) Undertake validation sampling. DoL will provide access to two (2) pXRFs for validation purposes. They must only be used by suitably trained and qualified individuals. Laboratory verification of sampling is to be undertaken by ChemCentre WA. This will be paid for directly by DoL.
(iv) Safe disposal of lead tailings and lead tailings impacted soils at location to be determined by DoL in accordance with the Environmental Protection (Controlled Waste) Regulations 2004.
(v) Any ACM identified in (b)(iii) which requires removal will need to be undertaken by licensed and trained asbestos removalists.

(e) Reestablishment works:
(i) “Make good” of properties in accordance with agreement between landowner and DoL. This may include, but is not limited to, gravel sheeting of driveways, replacement of fencing, landscaping and construction of retaining structures.
(ii) Landowner sign-off on reestablishment works will be required.

(f) Post work property inspections:
(i) Undertake post work property inspections on properties mentioned in (b)
(ii) Must be carried out by a qualified and accredited civil engineer (minimum requirement is accreditation as a Chartered Professional Engineer with Engineers Australia).
(iii) Any changes in property condition which can be attributed to the Works need to be investigated with proposed mitigation measures explored.
