Tender Description
The Board of the Queensland Museum (QM) trading as the Museum of Tropical Queensland (MTQ) located in Townsville, Queensland - seeks to engage a suitably qualified and licensed principal Contractor whom meets the PQC accreditation requirements for replacement, installation and commissioning of the Heating, Ventilation and Air Conditioning (HVAC) system including associated specific works in accordance with the Specifications.
The scope of works within the Specification and drawings encompasses the refurbishment of the HVAC services, and all other works required and/or specified to allow the demolition and removal of all aged and redundant plant and equipment, the provision of new services including; building, structural, mechanical, electrical and hydraulics works, and building management system (BMS). This application is of a critical nature not only for comfort conditions.
MTQ anticipates awarding a Contract with the successful Tenderer early December 2016, with a view for the deliverables to commencing onsite no later than mid-March 2017 with the final installations and commissioning completed mid-May 2017 and subsequently invoiced by no later than 30 June 2017.
The specified works are summarised (but not limited to) those stated below:
Mechanical Services
* Replacement of existing HVAC components including removal and disposal;
* Provision of temporary HVAC services while works are being carried out;
* Provision of mechanical services switchboard; and
* Provision of control systems and control wiring.
Electrical Services
* Provision of photovoltaic solar panels and associated works.
Structural Services
* Provision of roof mounted platform for roof mounted water cooling towers and associated works.
Building Services - provision of building works including:
* Removal and reinstatement of roof sheeting;
* Concrete works;
* Miscellaneous plumbing works associated with water cooling towers; and
* Hire of necessary equipment and traffic control including temporary HVAC equipment.
Servicing and Maintenance
* Regular monthly servicing and attendance to callouts for mechanical, electrical and BMS equipment and systems during the Defects Liability Period
Drafting and Minor Engineering Services
* Provision of engineering for minor design works;
* Provision of drafting services for workshop and as installed drawings; and
* Provision of all operating and maintenance manuals.
Principal Contractor Functions - all legislatively required services of a principal contractor including:
* Appropriate insurances;
* Work Health & Safety and Quality Assurance; and
* Licences, registrations, approvals and fees.
Mandatory Requirements for this tender includes the following:
* Pre-Qualified Contractor (PQC) Level 3 with Quality Assurance ISO9001;
* QBCC Builders - Open Licence;
* Attendance at Mandatory Industry Briefing (MIB);
* Compliance with the Technical Specification; and
* Project and invoicing must be completed prior to 30 June 2017.
Pre-Qualified Contractor (PQC): where a PQC Level is stated, the Principal is not obliged to provide tender documents, consider or accept a tender unless the tenderer is prequalified under the Queensland Government’s Prequalification (PQC) System to the nominated level (or higher), satisfies financial requirements and meets project-specific criteria. Tenderer’s PQC rating must be current and valid at the time of tendering. Companies will not be considered if their PQC accreditation has expired, or is in the name of an alternate company. The company wishing to tender must hold the PQC accreditation and QBCC licence.
PQC note: It is the Tenderers responsibility to ensure their PQC accreditation registration details are up to date including any related certificates and documentation prior to submitting a tender.
Mandatory Industry Briefing (MIB): the most pressing of the mandatory requirement (aside from appropriate PQC accreditation and QBCC licensing) is registration and MIB attendance. Only those Suppliers who meet the first four mandatory requirements above, will be eligible to register and attend the MIB, and submit a tender.
As a preliminary notification, we advise the MIB and subsequent site inspection is scheduled to be held at the MTQ campus from 11.00am on Tuesday, 18 October 2016 (unless a change of venue for the MIB only is advised during the MIB registration process by CAA). The MIB and site inspections are limited to three (3) representatives only at any one time during the scheduled activities, one (1) of which must be from the tendering (PQC and QBCC licensed) entity at all times.
This is the only opportunity for Tenderers to meet this mandatory requirement, attain comprehensive tender and project information, and attain the required site access for preparation of their Tenders. There will be no change to the scheduled date or further briefing and/or site inspection opportunities provided, other than their general access as visitor to public spaces within MTQ which does not provide access to the relevant site locations. No late attendees will be admitted to the MIB or site inspection.

MIB registrations: we request interested Suppliers thoroughly review the tender documents to ensure their organisation has both the capability and capacity to appropriately resource the complex tender (including mandatory) requirements, and then register their details for
