Tender Description

⁠⁠⁠The Territory seeks to engage a suitably qualified supplier to supply, kerbside deliver and maintain MGBs for the Territory’s Green Waste Bin Pilot Program. 

BACKGROUND
ACT NOWaste is a business unit within the Transport Canberra and City Services Directorate and is responsible for provision of municipal waste management infrastructure and services in the ACT.

A new key initiative of the ACT Government is to undertake a green waste service pilot over 15 months in Weston Creek and Kambah commencing in April 2017.

Key elements of this Pilot Program include:

  • (a) all households are entitled to opt-in to the service by registering with the ACT Government.
  • (b) residents will be provided with a 240 litre MGB and collection will occur on a fortnightly basis.
  • (c) only garden related vegetation may be placed in the MGBs.

The collection and processing of the Green Waste is the subject of a separate procurement process.

Through this procurement process the Territory will identify a suitably qualified and experienced contractor able to supply and deploy MGBs for the Pilot Program, this includes:

  • (a) supply and deploy MGBs to the Territory’s specification;
  • (b) initially supply and deploy MGBs during the initial rollout to commence the Pilot Program.
  • (c) ongoing supply and deployment to residences over the duration of the Pilot Program; and
  • (d) maintenance services – maintain the MGBs including parts supply and replacements (lost, stolen or BER); including retrieval of MGBs should households opt out for the contract term.

Product Description
The Tenderer must demonstrate the capacity to supply MGBs whilst complying with the following:

  • (a) must consist of a one-piece moulded body, hinged lid, two wheels and a metal axle;
  • (b) are newly manufactured;
  • (c) contain at least 20% of recycled product;
  • (d) manufactured to relevant Australian Standards; and
  • (e) meet the Territory’s specification model as selected under this RFT.
