Tender Description
Currently, Council manages its energy, water and emissions data monitoring and reporting separately across the three former Council areas, using two different software systems. Council is looking to bring all current data together into a single reporting platform across the Northern Beaches. It is proposed to set the baseline for data collection in the year 2008/09, as data quality before this period is variable. Former Warringah has good quality data from 2004/05, with all of this data required to be transferred into the new system.
Council has varying energy, water and emissions targets and will use the system as a tool to unify its policy and target position. The system will be used by a variety of internal stakeholders including Executive and Asset Managers, Project Officers, Finance and Sustainability Staff.
Council manages approximately 315 built assets (buildings and reserves with electricity accounts), with many more natural assets (reserves with water accounts only). Council has approximately 400 electricity accounts, 41 gas accounts and 419 water accounts that are paid for and directly controlled by Council. Electricity providers include ERM, Power Direct, Energy Australia and AGL Electricity, gas providers include AGL and the water provider is Sydney Water. Council intends only to monitor and report on assets directly managed by Council.
Council is seeking quotations from suitably qualified consultants to establish the platform for the Northern Beaches Council, migrate across existing data and provide subscription access and reporting.
The contract term will be 3 (three) years with expected commencement in October 2016 and finishing in June 2019.
