Tender Description

Orange City Council has a unique opportunity to develop an entire city block in a growing regional centre.

The council is the owner of the former Orange Base Hospital Site which was vacated in 2011. This 2.1 hectare site is on the fringe of the Orange CBD.

A Masterplan has been developed for the site.

In Phase 1 of this project, Council is seeking Industry/developer feedback on the feasibility of the Masterplan to create a new type of retail/commercial/residential development in a regional setting. Council is seeking the highest and the best use of the site.

The development must fit and complement the heritage area and encourage significant growth arising from residential and business redevelopment and the conservation of a unique area with high public interest qualities.

The opportunities identified in the masterplan include:
* Increased density
* Extensive street frontage
* Adaptively reuse the Ambulance Station
* Adaptively reuse the multi-story 70’s ward building
* Provide a variety of dwelling types
* 700m level walk to the City’s main
* Provide small scale retail (cafe, corner shop)

Phase 1 is a critical stage in considering and influencing the scope of works and design parameters for subsequent phases. Phase 1 is one pathway for consideration to future stages for the interested parties.
