Tender Description

⁠⁠⁠Primary Care Gold Coast (trading as Gold Coast Primary Health Network - GCPHN) is seeking responses to this invitation for Expressions of Interest (EOI) from appropriately skilled and qualified individuals and/or organisations, commencing no later than 1st June 2016 through to December 2016.

GCPHN requires specialist expertise in working with the Gold Coast Indigenous community and relevant service providers to identify current gaps and barriers in mental health, suicide and alcohol and other drug primary care services to meet community need.

This consultancy will be specifically applied in the context of assisting in the developing of a GCPHN commissioning plan which details:
* The specific needs of the Indigenous community in relation to mental health services, including specific models where appropriate. This would include services targeting low intensity, mild, moderate and severe mental illness.
* The most appropriate intervention in relation to reducing suicide in the Indigenous community.
* Specific treatment needs of the Indigenous community in relation to alcohol and other drug, including ICE, services.

The Consultancy will be required to document community consultation which would inform the identification of gaps and barriers, including primary/non-government services to be commissioned by GCPHN. Additionally, a commissioning plan will need to be developed which outlines models, interventions, and/or services to be purchased.

The Consultancy is specifically required to work alongside GCPHN staff to provide specialist advice and assistance, particularly in relation to the community consultation process to assist to develop ongoing relationships with the Indigenous community. It is anticipated the consultancy would be required intensively for the first month to work with the team and then as required for each community consultation. Additionally, in between community consultations the Consultant will need to work with the team on theming the consultation findings and identifying gaps and barriers.

GCPHN anticipates that this may equate to full time support for 4 weeks (20 days) initially and then days for community consultation and documentation throughout the remaining contract period. This however will be subject to further discussion with the successful applicant/applicants.
