Tender Description
The proposed maintenance services scope comprises of engineering support, capability system maintenance, on-request system enhancements and modifications, update to configuration and diagnostic tools, firmware update and support, and comprehensive training.
The desired outcome of the procurement process is to have 5 year contracts (with options to extend for further periods up to a total contract period of 10 years) with the supplier for second and third line maintenance support. The proposed contract(s) period is in line with the strategic plan of replacing the train control system in the next 10 years with Communications Based Train Control (CBTC)/ Automatic Train Control (ATC), which includes all the systems listed in this procurement plan (ATP, Microlok, UM71 and Ruggedcom)
The Scope of Services is separated into the following 6 parts, and the strategy is for the suppliers to be able to submit offer(s) for one or more parts for the process to be competitive:
Part A - Train Control Systems Maintenance Scope. This scope includes maintenance of train control systems (second and third line support), engineering support, projects or any changes to train control systems. This scope also includes Signalling RTU (Kingfisher RTU), as well as its future replacement;
Part B - Track Side Automatic Train Protection (ATP) Maintenance Scope. This part of the scope of services includes second line (fault investigation) and third line supports of the track side ATP system. The third line support consists of engineering support, contingent supply of equipment, capability system maintenance, on-request system enhancements and modifications, engineering support, update to configuration and diagnostic tools, firmware update and support, new software version;
Part C - Microlok Maintenance Scope. This part of the scope of services includes second line (fault investigation) and third line supports of the Microlok System. The third line support consists of engineering support, contingent supply of equipment, capability system maintenance, on-request system enhancements and modifications, hardware support, comprehensive training, update to configuration and diagnostic tools, firmware update and support, new software version, and design or code changes;
Part D - UM71 Maintenance Scope. This part of the scope of services includes second line (fault investigation) and third line supports of the UM71 track circuit. The third line support consists of engineering support, contingent supply of equipment, capability system maintenance, on-request system enhancements and modifications, and hardware support;
Part E - Ruggedcom Maintenance Scope. This part of the scope of services includes second line (fault investigation) and third line supports of the Ruggedcom System. The third line support consists of engineering support, contingent supply of equipment, capability system maintenance, continuous system improvement, on-request system enhancements and modifications, hardware support, comprehensive training, update to configuration and diagnostic tools, firmware update and support, and new software version; and
Part F - Train Borne Automatic Train Protection (ATP) Maintenance Scope. This part of the scope of services includes second line (fault investigation) and third line supports of the train borne Automatic Train Protection (ATP) supplied by Ansaldo STS (L10 000 series). The third line support consists of contingent supply, capability system maintenance, on-request system enhancements and modifications, engineering support, training, hardware support, update to configuration and diagnostic tools, equipment/hardware and firmware support.
PTA is also seeking prices and a 10 year guarantee of supply of the equipment for Parts listed above. In the event that the supply of equipment is removed from one of the Parts it will be awarded as a stand alone Contract PTA’s Proposed Supply of Goods Contract will be utilised.
