Tender Description

⁠⁠⁠Children's Health Queensland is seeking Proposals for Telehealth Services for both a service delivery component and research and innovation.

There are two (2) components to this provision of service which are separated into Part A- Telehealth Service Delivery and Part B –Research and Innovation.

The selected Offeror for Part A - Telehealth Service Delivery will be will be required to work collaboratively with the selected Offeror for Part B - Research and Innovation.

The scope of services to be delivered under Part A , Telehealth Services to be delivered to Children’s Health Queensland will include but not limited to;
* Co-ordinating and scheduling Telehealth appointments on behalf of the Customer.
* Facilitating the transfer of supporting clinical information relevant to the consultation.
* (eg: medical records, medical images)
* Co-ordinating the technical support to ensure a connection is made between the Customer and Receiver. Timely troubleshooting of this connection with the nominated technical provider as required.
* Completion of related Medicare Billing requirements on behalf of the Customer, and delivery of the completed documents to the Customer’s nominated Business Unit.
* Ensuring compliance with the Customer’s policy(ies) regarding WaitList times, and ensuring the Contractor’s delivery of the Service does not adversely impact on the Customer’s organisational performance.
* Developing a comprehensive “Transition In” Plan and “Communication” strategy that demonstrates the timeframes and methodologies the Supplier will employ in delivering the Contract Requirements, and minimising any service disruption if appropriate.
* Developing strategies to maximise interstate, national and international Telehealth education opportunities via Telehealth, and seek approval of the Customer prior to implementation.
* Developing strategies to increase the overall Telehealth activity at CHQ to ensure access to services for patients and clinicians in regional and remote areas is maximised. Seek approval of the Customer prior to implementation. The Customer will provide target activity to the Supplier on an annual basis. (Current statistics are available at attachment 2).
* Developing a strategy to ensure equity of Telehealth access and care to patients and families from diverse geographical locations and seek approval of the Customer prior to implementation.
* Developing a clear and consistent Telehealth process that will maximise revenue for Telehealth delivery and reporting, and communication of this process to key Customer stakeholders. Seek approval of the Customer prior to implementation.
* Developing a strategy to enhance appropriate collaborative care across professional disciplines, particularly for families with complex case management needs. Seek approval of the Customer prior to implementation.

The scope of services to be delivered under Part B , Research and Innovation delivered to Children’s Health Queensland will include but not limited to;
* The development and delivery of a telehealth research and innovation strategy that builds and expands on the current evidence bases around telehealth services;
* Enhance the telehealth research capabilities and capacity of Children’s Health Queensland to place the organisation as a national and international leader of the field;
* The provision of innovative plans that can help drive growth in delivery of teleheath services to patients of Children’s Health Queensland.
