Introduction
The Customer has issued this Invitation to Offer (ITO) with the objectives of:
The establishment of an arrangement with selected suppliers that will help ensure that Queensland Health achieve their strategic business objectives via:
* A mechanism to support the scalability and capability of its services and assist in streamlining service provision to the Department and its customers; and
* The ability to build mutually beneficial working relationships through knowledge transfer by working on joint activities and other required services (this may also involve collaboration with other suppliers).
This Standing Offer Arrangement (SOA) is for the provision of ICT Services for Queensland Health under ICTSS.13.03B ICT Services Panel under the GITC framework.
Requirements
The Supplier(s) will provide a range of targeted, specialised services to the internal project and support teams. These services include:
* Technical strategy and planning
* Business change implementation
* Solutions change management
* Systems development
Queensland Health will be requesting offers in relation to the provisioning of various types of ICT Services as described above.
Technical Skills
Competencies required by Offerors are consistent with the Tranche 1 and 2 definitions extracted from the ICTSS 13.03B Tranche 1 and 2 ITO as illustrated below:
* Technical strategy and planning (ICT Service No. 1/5), specifically:
* Solution architecture (ARCH)
* Business change implementation (ICT Service No. 2/1), specifically:
* Project management (PRMG)
* Business change management (ICT Service No. 2/2), specifically:
* Business analysis (BUAN); and
* Change implementation planning & management (CIPM)
* Systems development (ICT Service No. 3/1), specifically:
* Systems design (DESN); and
* Programming/software development (PROG); and
* Testing (TEST)
Offers must be lodged by 2:00 pm Australian Eastern Standard Time on 8 April 2016.
