Survey Partner - National Roadworthiness Baseline Survey

⁠⁠⁠The National Heavy Vehicle Regulator (NHVR) administers one set of laws for heavy vehicles under the Heavy Vehicle National Law, delivering a comprehensive range of services under one regulator, one rulebook.

Data on the compliance with the Heavy Vehicle National Law by heavy vehicles, operators and the fleet more broadly is collected by Jurisdictions in varying degrees, as is data relating to defect notice issuance and clearance. This data is not pooled nationally making it difficult to determine the current mechanical condition of the heavy vehicle fleet or its potential effect on road safety outcomes - that is, the occurrence of serious injury or death where mechanical failure was a contributing factor.

There has not been a national survey conducted to understand the mechanical condition of the national heavy vehicle fleet (the fleet). The National Roadworthiness Baseline Survey (NRBS) aims to address the shortcomings in information available to the NHVR to understand the current mechanical condition of the fleet at a point-in-time.

The survey will identify the condition of a range of vehicle components and subsystems that may contribute to an increased risk of an incident and could potentially result in congestion, environmental damage, serious injury or death. The data will also inform the development of a targeted, risk-based heavy vehicle inspection regime and identify high risk category components, subsystems, vehicles or operators e.g. vehicle age, load type or industry sector.

The NHVR is seeking to enter into an agreement to with a Survey Partner, to undertake preparation work to ensure the administrative requirements, logistics, equipment and personnel are in place to appropriately facilitate the operation to occur in the proposed period. The Survey Partner will manage and monitor the data collection for the operational period in conjunction with the Inspection Service Provider engaged to perform the Roadworthiness Inspection.
