Tender Description

⁠⁠⁠The Queensland Mental Health Commission is seeking proposals for Invitations to Offer for the following:-
Web design and development partner that is able to provide full lifecycle services for design, development, implementation, infrastructure, support and operations of the Commission’s web site.

Summary of opportunity and QMHC objectives

The Commission’s major communication vehicle is its website.

The design, structure and functionality needs of the website have evolved since it was launched in 2013, meaning the website now requires a significant redesign or new build to reflect the new demands on it, and evolution in the Commission’s thinking about the website. The Commission’s Act will also be reviewed in 2016, providing an opportunity to update and refresh our corporate identity and profile, as it enters maturity and a new phase of development.

It is important that a web / digital strategy is developed to support the redesign/redevelopment of the site.

The Commission would like to update the web design to reflect a more modern, contemporary and sophisticated aesthetic that reflects the Commission’s position as an established, leading and credible authority on mental health and problematic substance use research, policy, service design and advocacy in Queensland.

Structurally, the focus of the website needs to shift from being agency-centric to audience-centric, with improved audience engagement and intuitiveness of navigation for end-users.

In terms of functionality, the Commission desires a greater level of interactivity with its audiences as a key outcome, including the ability to provide a platform for discussion, consultation and engagement. Of particular importance is the need to reflect end user thoughts and comments in a public forum. Also important is the need to embed readers for people with a disability, maintain subscriptions, support video and audio files and integrate with the Commission’s Enewsletter and social media platforms. Usability must be appropriate for tablet and smart phone.

The website’s content also needs to be reviewed, not just to reflect updated messaging but also provide better linkage across the site in a matrix-style approach. For example, one of our audiences is the LGBTI community, however there is no specific page that addresses the interests of LGBTI people. Rather, content is spread across various pages and is not necessarily overtly identified as being relevant to this community. Conversely, the topic of suicide prevention may need to be represented specifically as well as across numerous parts of the site, including Commission initiatives, publications, lived experience, sector and community interest groups, etc.

In terms of website management, is important that the Commission optimises SEO, has a platform that is easy to update and maintain, continues to support the intranet and advisory Council website, and has a fast loading speed, stable hosting and a high degree of security. A WYSIWYG platform would be favourable, but is not essential.

In summary, some specific goals the website should achieve include:

* Represent the Commission as a mature, established and credible authority on mental health, drug and alcohol reform in Queensland
* Improved audience focus, engagement and interactivity
* Improved structure
* Improved functionality and integration across the Commission’s digital platform
* Increased web traffic and improved SEO
* An easy-to-use platform to support traffic and subscription growth.
