Tender Description

⁠⁠⁠The City has a linked stormwater drainage network between HSL, Stubbs Close (SC) drainage basin and the outflow to the Preston River. The City manages stormwater runoff within this network through a combination of gravity pipes, drainage basins, two pump stations and two pressure discharge mains. Much of the infrastructure that allows this management is aging and will soon require upgrading. There is also increasing demand on the network, designed to cope with a significantly lower density catchment, from ongoing urban development in the area (residential and commercial).

To improve the HSL stormwater drainage network, the City has initiated its Horseshoe Lake Stormwater Drainage Network Infrastructure Upgrade Project (Project), of which Phase 1 has recently been completed. The deliverables of Phase 1 provide for the HSL to Preston River discharge line and upgraded HSL pump station design. Accordingly, and as a result of this Request, the commencement of Phase 2 and Phase 3 is imminent.

The City intends to implement Phase 2 and Phase 3 under a single contract as separable portions. Hence, any Tenderer must present and price in their Tender each phase as a discrete, inclusive construction package. This approach affords the City the option of awarding both separable portions immediately, or concurrently over a period of (up to) two years, depending on available funding.
