To address challenges presented by current prisoner overcrowding, Queensland Corrective Services (QCS) has made the decision to re-open the Borallon Correctional Centre, which was closed in 2012.
To enable prisoners to successfully re-integrate into the community by enhancing their employment and reintegration options (thereby reducing the risk of re-offending), it has been identified that the opportunity exists to introduce an education and training program through the establishment of the Borallon Training and Correctional Centre (BTCC), which will open in early 2016. The objective of the BTCC Project (the Project) is to provide offenders and the community with a safe, secure environment that promotes the rehabilitation of inmates by preparing them for successful parole or return to the community and ultimately long term desistance from crime.
The Queensland Government is seeking Expressions of Interest from proponents to participate in a ground-breaking collaboration with Queensland Goverment - to both co-design rehabilitation services through an innovative transaction process, and to work in partnership to deliver services for at least 3 years with the potential for extension.
The range of services required (though service providers do not need to be able to offer all services) include:
* Education services for tertiary preparation programs and degree courses;
* Work experience and jobs - with opportunities for employers to establish industries inside the prison and to benfit from labour and space;
* Employment support;
* Housing support;
* Community and family support services;
* Substance misuse interventions to improve wellbeing and mental health outcomes; and
* Other reintegration services.
