Provision of Leak Detection Services

⁠⁠⁠Council invites submissions from suitably qualified and experienced suppliers for the provision of leak detection services

The works will include leak detection services for 2,139 km of potable water mains of which 1,889 km have a diameter less than 300 mm. The works will be broken into three (3) packages of approximately equal size, with one (1) package of detection to be conducted in each financial year.

All mains less than 300mm are proposed to be included in the scheduled works. Mains greater than, or equal to 300 mm will be ordered subject to suitable access and demonstration by the Contractor of an effective methodology for identifying leaks on these mains. The Contractor will work with council to assist in identifying suitable large diameter mains, at a desktop level.

Council reserves the right to vary nominated quantities in each works package by +/-25% for mains less than 300 mm and +/-100% for mains greater than, or equal to 300 mm.

The services to be provided will generally involve investigation and detection of leaking mains and services, with regular reports to be provided to Council's Water and Waste staff. This contract consists of a three (3) year rolling program of leak detection with an initial one (1) year engagement.  This contract includes a provision for an extension of a further 12 months then another 12 months, to a maximum contract length of 36 month’s at Council’s discretion.

There is also an option for Tenderers to offer a condensed project schedule, with each package completed in immediate succession to the previous package.

Council reserves the right to change the tender specifications prior to making a decision on the tenders submitted in response to this invitation. Council will invite all Tenderers to change their tenders to take account of any changes in the tender specifications.

Tenders are to be in a sealed envelope and endorsed “Contract No. 75428 – Provision of Leak Detection Services” and shall be addressed to the undersigned and lodged, posted or delivered by a recognised courier having a direct delivery service to Council's Administration Building, 119 -145 Spence Street, Cairns, QLD 4870 so as to be received in the Tender Box before the closing time of 4.30 pm on Tuesday 13 October 2015.

Submissions will not be opened publicly.

The lowest or any Tender will not necessarily be accepted.
