Tender Description
The intended purpose is to provide a fuel management system that is compatible with Civica Authority financial management system for the control of bulk diesel fuel at three depots and ten mobile fuel trailers.
Council has an above ground diesel fuel storage and dispensing system located at Condobolin (68,000 litres), Lake Cargelligo and Tottenham depots (10,000 litres each), plus ten mobile fuel trailers of 2,000 or 3,000 litres.
The fuel trailers are refilled on site from the fuel contractor's tanker. Current manual dipping methods are limited in accuracy.
Council's fleet consist of approximately 100 items that would need fuel cards/tags to access fuel dispensing outlets.
Council currently operates a Triscan fuel tag system at the Condobolin depot.
The fuel management system is to be supplied, installed and commissioned at all fuel storage tanks, including the three fixed sites at depots and the ten mobile trailer units (which can be brought to a depot as nominated by the supplier)
The fuel management system is required to provide fuel data information through one central location, Condobolin depot, which is linked to the central server at the Condobolin administration centre. The fuel management system will be required to interface with Council's Civica Authority financial management system.
The fixed sites at the Council depots are within Telstra Next G mobile phone footprints.
Lachlan Shire Council covers a large area, nearly 15,000 square km, with very poor mobile phone coverage outside the towns. The mobile fuel trailers move around the shire, so they would seldom be in a mobile phone coverage foot print. Council has no fixed view on what method the system would use to collect data from the trailers, such as (but not limited to) real time, burst transmission, periodic downloads to mobile computing devices or a combination.
