Road, Water and Wastewater. Operation, Maintenance and Renewal Contract

SEPARABLE PORTION 1 Road Maintenance and Renewals

This contract is to maintain and renew approximately 13 km of sealed and 166 km of unsealed roads (including 15km of unsealed roads on Pitt Island) and all related infrastructure including but not limited to culverts, bridges, signs and road markings within the Chatham Islands Council area.

SEPARABLE PORTION 2 Water and Wastewater Operation and Maintenance

This contract is to maintain and operate all civil, mechanical and electrical equipment associated with the water supply, and reticulation systems at Kaingaroa and Waitangi; and the wastewater reticulation and treatment system at Waitangi.

The Chatham Island Council is seeking a contractor who will:
* Provide value for money and increased price certainty in the procurement and construction/maintenance of this project,
* Develop a network stewardship culture from the Contractors team that increase stakeholder satisfaction with the networks,
* Foster a 'no surprises' relationship within a good faith doctrine,
* Undertake all practical measures to mitigate the social and environmental impacts of their activities,
* Develop and implement innovative work methods and/or materials that result in enhanced performance and cost effectiveness,
* Develop and implement a network needs based forward work programme, fit for purpose treatment designs and quality construction practice,
* Understand the importance of good customer service whilst executing the contract works,
* Ensure that the Chatham Islands Council network needs come as a priority over any other Contract commitments the Contractor may have.With regard to Separable Portion 1, a Contractor who will:
* Promote CIC's statutory objective under the Land Transport Management Act 2003;With regard to Separable Portion 2, a Contractor who will:
* Have experience of operating and maintaining similar water and wastewater systems in accordance with industry best practice to ensure that the plants meet the requirements of Drinking-water Standards for New Zealand (Revised 2008) and the Resource Consent.
