Tender Description

⁠⁠⁠Warringah Council is seeking a Consultant to prepare a Review of Environmental Factors (REF) for the Narrabeen Lagoon entrance clearance operation.

The REF must satisfy the requirements of Part 5 of the Environmental Planning and Assessment Act 1979 (EPA Act) and the State Environmental Planning Policy (Infrastructure) 2007 for the entrance clearance works to be undertaken as 'flood mitigation works'.

It will accompany licence and permit applications to OEH and DPI (formerly DII) for the clearance operation works, and therefore needs to meet all requirements stipulated by these two government agencies.

The REF is to be completed in accordance with the format described on the NSW Office of Environment and Heritage (OEH) website and must demonstrate compliance with all other relevant legislation and planning requirements that would affect the permissibility of the proposed activity. This includes any monitoring that may be required.

All necessary licence applications must be prepared by the successful consultant in accordance with the relevant consent authority's requirements.

There may be instances where some of the data collected during the preparation of the REF for the previous Entrance Clearance Operation in 2011 may be used in lieu of collecting more data. For instance, this could potentially apply to the assessment of Acid Sulphate Soils and the Traffic Management Plan, as it is anticipated that there would be no significant change in these data, or in their reporting. All proposals are to specify what additional data is required, and a cost estimate for provision of this data.
