Request for Information - Road Network Operations Performance Data (Road Congestion Data)

⁠⁠⁠Main Roads' strategy for Keeping WA Moving includes a focus on developing intelligent solutions to effectively manage congestion, optimise network operations and inform network planning. One way that we will do this is by using road network operations performance data to inform and make smarter choices. Improved road network operations performance data will be used to assist:

* Comprehensive near real time traffic congestion reporting across the metropolitan road network;
* Visibility of congestion to Network Operations leading to more effective management of the network;
* Targeting of investment in road improvements and the impacts of these investments; and
* Informing the public and other stakeholders of traffic conditions, incidents and offer alternative direction advice.

Main Roads, in common with other Australian jurisdictions, anticipates that the overall solution will include crowdsourcing of data such as through probe vehicle sources as well as the private sector delivery of traveller information to customers. In advance of the development of a more comprehensive solution for business intelligence for road network operations, Main Roads' initial requirement is for data which supports daily, weekly, four and 13-weekly reporting of National Performance Indicators (NPIs) that measure congestion across all major roads across Perth.

This Request for Information (RFI) is an information gathering process in which Main Roads seeks to collect information on market capability and capacity from providers of road network operations performance data. This Request for Information and the responses provided may be used as a precursor to a procurement process.
