Tender Description

The purpose of this document is to inform the panel members on the NSW Government ICT Services Prequalification Scheme that NSW Police Force (NSWPF) intends to issue a Request for Proposal (RFP) for redevelopment of key functional components (modules) of the Computerised Operational Policing System (COPS) that have been developed in ADABAS/ Natural and reside on an IBM Mainframe (Phase 3.1B).

NSWPF intends to release the RFP to the market in the very near future. A seven (7) week response period is proposed which will include an industry briefing.

NSWPF requires services resulting in a new software solution (NewCOPS) - designed, built, system integrated, tested, implemented into production and data migrated to NSWPF requirements and specifications to replace and improve key functionality of the existing Mainframe COPS.

NewCOPS will require integration to Mainframe COPS for data exchange in a way that the functional separation between old and new systems will not affect the end user experience and will not alter the existing business processes (systems ‘coexistence’). This systems ‘coexistence’ is critical to the viability and performance of the NewCOPS. As such, the tenderer is required to develop the new software system as well as Application Programming Interfaces (APIs) for Mainframe COPS and perform the inter-system integration.

NewCOPS is to be highly configurable (Business Rules, Workflow, Security and supports future mobility initiatives) and extensible to allow NSWPF to meet legislative and operational requirements in timely, efficient and flexible ways.

Mainframe COPS data is to be bulk migrated from different sources to a newly developed Relational Database Management System (RDMS).

NSWPF requires the tenderer to potentially provide an extended warranty and support for the integrated solution delivered into production for a period of up to 12 months from production ‘go-live’.

NSWPF anticipates that subsequent program phases will complete the replacement of Mainframe COPS with NewCOPS, ultimately obviating the requirement for ‘coexistence’. Phase 3.1B is therefore strategically significant to NSWPF in that it will establish foundations and standards that will inform and impact upon the remainder of the program.
