Tender Description

⁠⁠⁠Parkes Shire Council (the Principal) is seeking Tenders from appropriately qualified and experienced Tenderers for the design, supply, install, integrate and commission an Early Warning System (EWS) Upgrade that will provide real-time monitoring / data to PSC & the SES / relevant downstream residents regarding dam water levels & based on rainfall & usage data / forecast projections, predict the likelihood & timing of a potential spillway discharges & an overtopping event in accordance with the Dam Safety Emergency Plan (DSEP) & incorporating the Red, Amber and White Alert levels for a flooding events.

Further, the aim of the Improved EWS is to incorporate the existing / project delivered instrumentation system at Lake Endeavour Dam to provide an automated system that monitors reservoir & embankment conditions and would alert PSC & the SES / relevant downstream residents in the event of a dam failure.

It is noted that an Improved EWS is beneficial if it better coordinates emergency response resources & provides enough additional time to PSC & the SES / relevant downstream residents so that life and property can be safely removed from the flood inundation zone in the event of spillway discharges & overtopping during a flooding event or in the unlikely event of dam failure.

Given the site constraints which include no permanent power supply, limited communications coverage, limited security, bushfire potential, etc, the Improved EWS will also need to incorporate solutions for these aspects. The Improved EWS will likely be composed of the following several components that must function together. The components include:
1. A monitoring network to detect dam water levels / embankment conditions & based on rainfall & usage data / forecast projections, the likelihood & timing of a potential alert levels being reached or spillway discharge or overtopping event or dam failure.
2. Site infrastructure to support the Improved EWS functionality, including power supply, system security, bushfire protection / controls, etc.
3. A telemetry system to communicate the occurrence of alert levels being reached or spillway discharge or an overtopping event or dam failure to PSC & the SES / relevant downstream residents in real-time.
4. Link into the SES notification system to notify the public when the dam alert levels are reached or spillway discharges or for an overtopping event or in the unlikely event of dam failure.
5. Input into the updated DSEP for emergency management coordination, including evacuation so that the public knows what to do and where to go.
